Eugenics on a global scale

Who are the individuals and what organizations are pushing to reduce or eliminate CO2 emissions? As this article documents, increasing atmospheric CO2 concentration increases the production of the staple food supply (rice and yams) for the poor people of developing nations. In other words, human efforts to reduce CO2 emissions by the people and organizations pushing global warming/climate change are eugenics if not genocide on a global scale.
They have the signed agreements from the leadership of more than 150 nations.
