Re-blog: Energy Policies and Electricity Prices

Manhattan Institute study: “Since 2005, members of the European Union have aggressively pushed policies aimed at addressing climate change. Those policies are primarily designed to decrease carbon-dioxide emissions and increase the use of renewable energy…These policies have resulted in dramatic increases in electricity costs for residential and industrial consumers…

Key findings include:

1. Between 2005, when the E.U. adopted its Emissions Trading Scheme, and 2014, residential electricity rates in the E.U. increased by 63 percent, on average. In Germany, those rates increased by 78 percent; in Spain, by 111 percent; and in the U.K., by 133 percent. Over the same period, residential rates in the U.S. rose by 32 percent.

2. During 2005–14, residential electricity rates in Germany, which has the most aggressive support for renewables, increased by 13 cents, to 40 cents per kilowatt-hour—an increase larger than the average cost of residential electricity in the U.S. (12.5 cents).

3. E.U. countries that have intervened the most in their energy markets—Germany, Spain, and the U.K.—have seen their electricity costs increase the fastest. During 2008–12, those countries spent about $52 billion on interventions in their energy markets.

4. Emissions reductions achieved by the E.U. since 2005 have been greatly exceeded by increases in emissions in the developing world. During 2005–14, the E.U. reduced its carbon-dioxide emissions by 600 million tons per year. Over that same period, the combined emissions of four developing countries—China, India, Indonesia, and Brazil—increased by 4.7 billion tons per year, or nearly eight times the reduction achieved in the European Union.

5. Bans or restrictions on hydraulic fracturing and, therefore, on natural gas production have made European countries more dependent on imported energy and have contributed to higher electricity prices.

UN IPCC “should not exist.”

French Society of Mathematics (Société de Calcul Mathématique, SA): “The first conclusion to draw from the climate nonsense is this: a body like the IPCC should not exist. It is the first time in human history that governments and supranational authorities have agreed to set up international bodies with scientific mandates: the World Health Organization, the World Meteorological Organization, and so on. In principle, these bodies exist to collect worldwide data and make them available to every country. They have no powers of their own but, to exist, they do all they can to put out the most alarmist rumors, which journalists then pick up in unison because of the body‘s international‘ status.”

“It is certainly useful to have international bodies to keep track of tornadoes or epidemics, but they have no other objective than to be data bases, and they have no specific powers. It is imperative to keep them strictly in check to prevent them from assuming an importance that they cannot have.  The idea that research bodies could exist at a global scale is deeply unhealthy and deeply absurd. Above all, that is what is demonstrated by the inanities of the IPCC, the WMO and even the WHO.”

“Devastating”

Published April 26, 2015 in peer-reviewed journal, these two Swiss scientists find that deploying solar panels at high latitudes in countries like Germany and the UK [and by extension New England, Washington, Oregon, the Dakota’s, Idaho, Michigan, Canada, Alaska] is a total waste of time, energy and money.

The scientists conclude in their words: “an electrical supply system based on today’s [photo-voltaic] PV technologies cannot be termed an energy source, but rather a non-sustainable energy sink” and that “it has become clear that photovoltaic energy at least will not help in any way to replace the fossil fuel.” The scientists add, “photovoltaic technology would not be a wise choice for helping to deliver affordable, environmentally favourable and reliable electricity regions of low, or even moderate insolation“.

Assuming this new study is replicated by other scientists, Europe and the United States have wasted very huge sums of money.

All that is achieved is to raise the price of electricity and destabilise the electrical grid. “…more energy is used to make the PV panels than will ever be recovered from them during their 25 year lifetime.”

The scientists’ analysis uses energy-invested versus energy-returned instead of a financial comparison.

A PV panel will produce more CO2 than if coal were simply used directly to make electricity. Worse than that, all the CO2 from PV production is in the atmosphere today, while burning coal to make electricity, the emissions would be spread over the 25 year period.”

The liberal blind spot

Liberals/progressives don’t know “who we [Americans] are.” That’s no surprise to conservatives and libertarians. But here a self-admitted liberal NYT journalist “confesses” to liberal “prejudice” against conservatives and Christians, and acknowledges it is a “blind spot” for liberals.

“Eighteen percent of social scientists say they are Marxist.” He wonders, “Should universities offer affirmative action for conservatives and evangelicals?”

Science fiction

These scientists analyzed decades of real world climate data and conclude that climate has been improving. Then they look at their computer models and predict unmitigated disaster in the future.

It’s called science fiction. They are not in Kansas anymore. It’s time to look behind the curtain.

Settlled science

These “researchers looked at seasonal temperature changes since 1974, rather than annual averages, and found that “80% of Americans live in counties that are experiencing more pleasant weather than they did four decades ago,” the authors concluded.”

“The reason, they say, is that since the 1970s the winters have been getting warmer, but not the summers.”

“In their words: “Virtually all Americans are now experiencing the much milder winters that they typically prefer, and these mild winters have not been offset by markedly more uncomfortable summers or other negative changes.””

Then the researchers say, “Climate change models predict that this trend is temporary, however, because U.S. summers will eventually warm more than winters.”

But none of their climate models have ever validated against real world data. If their models actually worked, they would have predicted several decades of improving climate over the past several decades. Instead, they predicted catastrophic hurricanes, rapidly rising sea level, no ice in the north pole and other things that never happened.

My sadly misinformed senator

Dear Ms Hirono,

Your email reply to me dated 5/5/2016 is sadly very misinformed throughout. (copied below for your convenience.)   Can you please allow me to arrange for you to meet scientists that understand the issues and science of global warming?  There are many thousands of us.

EPA has never produced the data, methods or references that would enable another scientist skilled in the art to replicate its CO2 Endangerment Finding. That is a basic requirement of science as well as the law known as the Clean Air Act.  The current and the past top administrators of the EPA have repeatedly refused to produce the documents required by Congressional subpoena that would show the EPA scientific methods used by EPA to make the administrator’s final determination that CO2 is an endangerment to the public under the Clean Air Act.  You and your colleagues in Congress are allowing a federal bureaucracy to operate outside the law.

Where is the endangerment from CO2?  From a quarter to half of Earth’s vegetated lands has shown significant greening over the last 35 years largely due to rising levels of atmospheric carbon dioxide, according to a new study published in the journal Nature Climate Change on April 25. An international team of 32 authors from 24 institutions in eight countries led the effort, which involved using satellite data from NASA’s Moderate Resolution Imaging Spectrometer and the National Oceanic and Atmospheric Administration’s Advanced Very High Resolution Radiometer instruments to help determine the leaf area index, or amount of leaf cover, over the planet’s vegetated regions. The greening represents an increase in leaves on plants and trees equivalent in area to two times the continental United States.

Important note:  In the NASA information release at the link above, NASA offers no evidence or references for this paragraph: “While rising carbon dioxide concentrations in the air can be beneficial for plants, it is also the chief culprit of climate change. The gas, which traps heat in Earth’s atmosphere, has been increasing since the industrial age due to the burning of oil, gas, coal and wood for energy and is continuing to reach concentrations not seen in at least 500,000 years. The impacts of climate change include global warming, rising sea levels, melting glaciers and sea ice as well as more severe weather events.”  NASA cannot provide evidence  because there is no real world evidence to prove any statistically significant risk of increasing CO2 concentration when that risk is weighed against the real world evidence of benefits from increasing CO2.  The computer models of climate used by proponents of the failed global warming hypothesis have never been able to validate against known real world data.  There are no validated climate models.  Climate models are not evidence, they are hypotheses until they are validated against real world empirical evidence.

The effects of CO2 on climate have been overestimated in the climate models and they still do not know how to fix their model, despite the expense by the federal government of more than $30 billion on climate research … that is money that is being borrowed since the federal government is spending in deficit.  There is no justification to pushing Hawaiians further in debt to support unproven claims by politicians, media, NGOs and a small group climate scientists who work on government-funded grants.

In fact, the scientists at the UN IPCC admit they are unable to predict climate change or climate events, but President Obama is so certain climate change is a problem that he sends the UN millions of borrowed dollars and promises the UN hundreds of billions more borrowed dollars, pushing Americans and their children and grandchildren further in debt.

UN IPCC “The Scientific Basis:” “In sum, a strategy must recognise what is possible. In climate research and modelling, we should recognise that we are dealing with a coupled non-linear chaotic system, and therefore that the long-term prediction of future climate states is not possible. The most we can expect to achieve is the prediction of the probability distribution of the system’s future possible states by the generation of ensembles of model solutions. This reduces climate change to the discernment of significant differences in the statistics of such ensembles. The generation of such model ensembles will require the dedication of greatly increased computer resources and the application of new methods of model diagnosis. Addressing adequately the statistical nature of climate is computationally intensive, but such statistical information is essential.”

The IPCC scientists continue:  “Extreme events are, almost by definition, of particular importance to human society. Consequently, the importance of understanding potential extreme events is first order. The evidence is mixed, and data continue to be lacking to make conclusive cases….”

It is unconscionable that you and the rest of Congress have allowed the balance of power between Congress and the Executive to be so abused.  Congress specifically voted against further funding to UN IPCC.  Yet you and your colleagues have allowed President Obama to send $500 million of taxpayer money … borrowed money … to be paid to the Green Climate Fund under the UN’s Paris climate agreement.  This organization and this agreement will harm U.S. and Hawaiian interests.  You should act to stop it.

The Obama administration claims: “Climate change is real, man-made, and happening now. The stakes are too high not to act.”  The facts say otherwise.  Climate change has always been occurring.  Nature controls climate change, not man.   The benefits of increasing CO2 outweigh any negative consequences.

Hawaii has other workable and proven solutions to its energy needs that are not currently being addressed.  I would be happy to discuss this with you and/or your staff.

Thank you for contacting me with your concerns about climate change. As a member of the Senate Energy and Natural Resources Committee, I share your concerns about the serious impacts of climate change and appreciate hearing from you on the issue.

Scientists around the world largely agree that the Earth’s climate has been warming at an unprecedented rate due to human activity. We in Hawaii know that climate change poses a significant threat to our safety and our way of life. Our islands are among the places most vulnerable to the negative effects of climate change. We face a variety of climate change related challenges like sea level rise, beach erosion, coral bleaching, and the degradation of habitats for native plants and animals, among others.

On June 25, 2013, President Obama released his action plan to fight climate change. The President’s plan consists of executive actions with three key objectives: cutting carbon pollution in the United States, preparing the United States for the impacts of climate change, and leading the international effort to combat global climate change and prepare for its effects. The President’s climate plan recognizes that electric power plants are the largest concentrated source of carbon pollution in the United States—accounting for roughly one-third of domestic greenhouse gas emissions. Consistent with this finding, the Environmental Protection Agency (EPA) released its final Clean Power Plan rule for existing power plants on August 3, 2015. The Clean Power Plan builds on State efforts to reduce carbon pollution and gives States plenty of flexibility while maintaining access to reliable, affordable energy in communities across the United States. In crafting the Clean Power Plan, the EPA concluded that it did not have adequate information to determine the potential for emissions reductions in Hawaii, Alaska, Guam, and Puerto Rico. However, Hawaii is already a leader among States in the effort to reduce carbon emissions and generate more of our electricity from clean, renewable sources.

I am working in Congress to fight climate change by supporting the President’s Clean Power Plan and other measures to reduce carbon pollution.
