I am confused

I am confused. G.H.W. Bush was ‘kinder gentler” than who? Reagan? No offense, but I thought it was G.W. Bush who was “kinder, gentler.”

Help me out here please.

    When GW ean in 1988 he in his campaign said he wanted a kinder, gentler country. It was definitly 41 that ssud that.

    He wanted people to speak softer and use better manners.
